Prove Cooling Capacity Against the Actual Temporary Envelope
Before startup, load testing, or partial operation with an incomplete or altered building envelope, reconcile the actual temporary thermal load and prove the available cooling configuration can maintain project-accepted conditions.
Before startup, load testing, or partial operation with an incomplete or altered roof or building envelope, show the actual temporary envelope state, establish the project-approved thermal load for that state, and prove the available cooling configuration, contingency, monitoring, and recovery plan can maintain accepted conditions until the permanent envelope is restored.
Issue a controlled temporary-envelope plan or state matrix showing, by affected zone and period, the permanent and temporary roof, wall, insulation, air-barrier, opening, temporary-covering, partition, and restoration conditions relevant to thermal performance
Map every affected data hall, room, rack zone, process area, or commissioning load to the temporary envelope condition, planned internal heat load, and cooling resources on which it will rely
Establish a project-approved temporary-condition thermal-load basis using the actual temporary assembly and openings, applicable solar, conductive, infiltration, air, moisture, weather, internal-load, and duration assumptions; do not substitute the completed-building design load without reconciliation
Compare that load with the complete available cooling and electrical support path, including equipment availability, control mode, known deficiencies, concurrent outages, temporary cooling, and the project-defined contingency or operating headroom
Define the sensors, locations, trend intervals, alerts, hold or abort criteria, responsible roles, communications, load restrictions, temporary measures, and recovery actions required while the temporary envelope state exists
Place the envelope-state, cooling-capacity, monitoring, and restoration hold points into the existing temporary-works, startup, load-test, partial-turnover, commissioning-issue, or management-of-change route
Immediately before release, reconcile the accepted envelope, weather, load, cooling lineup, temporary equipment, controls, and monitoring basis to the field
Repeat the assessment after any material change and reconcile the final permanent envelope and cooling state before closing the temporary condition
Beginning August 6, 2026, TornadoDC reported increased cooling demand at FRA1 during roof modernization above the data center. The operator stated that roof insulation had been temporarily removed, causing elevated solar heat gain, significantly higher facility thermal load, and increased cooling-infrastructure power consumption. TornadoDC activated additional cooling capacity, ordered further equipment, coordinated installation of temporary roof insulation, and optimized the chilled-water system. It reported that cold-aisle temperatures remained within its SLA limits and that customer services were not affected, then closed the incident on August 15 after temperatures remained stable. The public record does not disclose the affected roof area, thermal properties, weather basis, calculated load increase, cooling capacity, or equipment margin.
Evidence to confirm
Controlled temporary-envelope state plan and restoration sequence
building envelope consultant or architect · Before the relevant work begins
Every affected zone and time period identifies the permanent and temporary roof, wall, insulation, air-barrier, opening, covering, partition, weather exposure, responsible party, duration, and restoration state relevant to cooling load.
building envelope consultant or architect · Before the relevant work begins
The mechanical EOR or other project-designated authority accepts a calculation or equivalent engineering basis that reconciles the actual temporary envelope, applicable weather and solar conditions, air or moisture effects, internal loads, duration, and stated uncertainties.
Affected-zone, load, and cooling-path crosswalk
building envelope consultant or architect · Before the relevant work begins
Every affected room, data hall, rack zone, process area, or commissioning load is mapped to the temporary thermal-load basis and the complete cooling resources and support utilities available during each consequential state.
Available cooling, power, and contingency assessment
building envelope consultant or architect · Before the relevant work begins
The accepted assessment demonstrates that the complete available cooling and electrical support path, including temporary equipment, known deficiencies, concurrent outages, controls, and project-defined contingency or headroom, is adequate for the temporary-condition load.
Temporary-state monitoring and response plan
building envelope consultant or architect · Before the relevant work begins
Sensor locations, data quality, trend intervals, alert and hold criteria, responsible roles, communications, load restrictions, temporary measures, and recovery actions are defined and available for the full temporary condition.
Immediate pre-reliance field reconciliation

Conditions to resolve before proceeding
The temporary envelope state, affected area, duration, or restoration sequence is not controlled or does not match the field condition
The temporary-condition thermal load has not been established and accepted for the actual envelope, weather range, internal load, and planned duration
The complete available cooling and electrical support path, contingency, or project-defined operating headroom has not been reconciled to the temporary-condition load
A material opening, insulation removal, air-barrier discontinuity, temporary covering, construction heat source, or simultaneous equipment outage is absent from the accepted basis
Required temperature, humidity, load, cooling-duty, equipment-status, or power monitoring is unavailable, unreliable, or lacks project-defined action criteria and responsible roles
The actual weather, internal load, equipment availability, temporary cooling, controls, or construction duration falls outside the accepted basis
Measured environmental conditions, cooling duty, or remaining margin crosses a project-defined hold or abort criterion
Envelope, roofing, cooling, controls, operations, and construction teams do not agree on the active temporary state, responsibilities, communications, or recovery route

2023 ASHRAE Handbook—HVAC Applications, Chapter 45: Building Envelopes
Named qualified personnel verify that the actual envelope, weather, internal load, cooling lineup, power support, controls, temporary equipment, monitoring, and concurrent work match the accepted basis immediately before startup, load testing, partial turnover, or live operation.
building envelope consultant or architect · Before the relevant work begins
The project-designated authority accepts calculation, trend, staged-load, functional-test, or other safe representative evidence showing that the cooling system maintains the specified conditions under the approved temporary state, with exceptions closed or formally accepted.
Permanent-envelope restoration and as-left record
building envelope consultant or architect · Before the relevant work begins
Temporary openings, insulation, barriers, coverings, partitions, cooling measures, controls, and related deficiencies are reconciled to the approved permanent or formally accepted as-left state before the temporary-condition issue is closed.
The TornadoDC status record is a first-party operational update, not a complete engineering calculation or forensic root-cause report.
The operator status record does not disclose the roof area affected, insulation properties, air-leakage condition, solar absorptance, weather data, calculated heat gain, cooling-system capacity, or electrical margin.
The precise contribution of insulation removal, other temporary construction conditions, weather, internal load, and cooling-control changes cannot be separated from the public record.
The public record does not disclose the affected roof area, envelope properties, air leakage, weather data, calculated heat gain, cooling-system ratings, electrical margin, or detailed temporary-cooling configuration.
The record documents a managed thermal-load increase and precautionary response, not a customer outage or a forensic root-cause investigation.
The record does not establish a code violation, permanent envelope defect, permanent cooling-plant undersizing, or a universal temporary-envelope allowance.
This source provides general engineering guidance and does not describe or corroborate the TornadoDC incident.
The project can obtain current envelope drawings, temporary-works information, construction sequence, weather basis, internal-load schedule, cooling and electrical data, controls information, monitoring availability, and applicable EOR, OEM, and owner criteria.
Qualified project authorities can define and accept the temporary-condition thermal-load, cooling-capacity, contingency, monitoring, duration, and recovery basis for the specific facility.
The Pearl will be implemented through existing temporary-works, commissioning, startup, load-test, partial-turnover, issue, management-of-change, and owner-authorization routes.
